California Assembly Candidates

Position on Marijuana and Drug Reform Issues

   Following are the stands of candidates for the California Assembly on current issues relating to marijuana and drug policy. Listed are recorded votes on five key bills that came to the Assembly in 1999-2000  (four of them were voted on by the full Assembly;  one, "Smoke a Joint, Lose Your License," failed to get out of committee).  All current assemblymembers who are running for re-election have their votes recorded as follows:  an "S" designates a vote in SUPPORT of DPFCA's position;  an "O" represents a vote OPPOSED.
     In addition, candidates were sent a survey on drug-related issues, giving them an opportunity to express their views if they did not have a voting record in the legislature.    Due to considerations of space, only major-party candidates were included. Survey responses are indicated by a parenthetical "(S)" or "(O)"  below to indicate their likely vote on similar legislative bills.  For instance, an (S) on votes 1 and 2 means that they are generally supportive of advancing the goals of Prop. 215, while an (O) means they are opposed.

KEY VOTES, 1999-2000:
(1) Medical Marijuana Research Program: SB 847, Sen. Vasconcellos' bill to establish a state medical marijuana research program  (passed 1999).  DPFCA Supported
(2) Medical Marijuana Task Force Bill: SB 848, Sen. Vasconcellos' bill to create Prop. 215 enforcement guidelines and a voluntary patient registration system to protect patients from wrongful arrest.    Opposed by  law enforcement as too permissive.   Backed with reservations by DPFCA, but opposed by some patients' advocates as too restrictive. SB 848 was backed  by all  Prop. 215 supporters in the legislature, making it a good test of attitudes toward Prop. 215.     Failed passage.
(3) "Smoke a Joint, Lose Your License" revisited: AB 2295,   Gov. Davis' bill to revive California's controversial law requiring a six-month driver's license suspension for all drug offenses, regardless of whether they are driving-related.    Killed in committee. S = Supports DPFCA in opposition to AB 2295.
(4) Three Strikes reform: AB 2447 by Roderick Wright to exclude non-violent crimes such as drug offenses from counting as Third Strikes.  DPFCA supported.  Failed passage.
(5) Forfeiture reform: SB 1866 by Sen. Vasconcellos to curb forfeiture abuses. DPFCA supported. Passed by legislature.
