California Congressional Candidates

Position on Marijuana and Drug Reform Issues

   Following are the stands of California Congressional candidates on current issues relating to marijuana and drug policy. Listed are recorded votes on four key bills that came to the Congress in 1999-2000.  Incumbents who are running for re-election have their votes recorded as follows:  an "S" designates a vote in SUPPORT of DPFCA's position;  an "O" represents a vote OPPOSED.
      In addition, candidates were sent a survey on drug-related issues, giving them an opportunity to express their views if they did not have a voting record in the Congress.    Due to considerations of space, only major-party candidates are included.  Survey responses are indicated by a parenthetical "(S)" or "(O)"  below to show their general position on comparable issues.   For example, an (S) on vote 1 means that they have expressed general support for advancing the goals of Prop. 215, while an (O) means they are opposed.

KEY VOTES, 1999-2000:
(1) DC Medical Marijuana Override : Amendment by Rep. Bob Barr to DC Appropriations Act to overturn the medical marijuana initiative approved by the voters of Washington, DC.   DPFCA  opposed.  Passed by Congress 211-205.
(2) Forfeiture Reform Bill: HR 1658  by Rep. Henry Hyde to raise the burden of proof for the government when it seeks to forfeit property for drug and other offenses.  DPFCA supported.  Passed 377-48 by Congress but watered down in the Senate.
(3) Ban on military anti-drug aid  to Colombia: S = supported  amendment  by Rep. Jim Ramstad (MN) to delete entire $1.76 billion  counternarcotics aid package to Colombia (defeated 158-262). (S) =supported weaker amendment by Rep. David Obey (WI) to cut $552 million in counternarcotics funding (defeated 186- 239).
(4) Ban on drugs for assisted suicide:  So-called "Pain Relief Promotion Act"  HR 2260 by Rep. Hyde would forbid use of DEA scheduled drugs to aid in assisted suicide.  Intended to override Oregon's death with dignity initiative.  Opposed by DPFCA.  Passed 271-156  by House; pending in Senate. (S = "No" Vote).
